China’s 2026 CDE updates point to more disciplined lifecycle management for biologics and chemical drugs

21 May 2026

China’s Center for Drug Evaluation (CDE), under the National Medical Products Administration (NMPA), has released updated acceptance review guidelines for biologics and chemical drug change applications, both effective 15 May 2026.

The practical message is not just that China is updating its post-approval change rule – it's the fact that lifecycle management is becoming more structured across filing discipline, implementation timing, electronic submission readiness, and manufacturing-transition planning.

Post-approval implementation timelines are becoming more explicit

For biologics, marketing authorisation holders must, when filing a supplementary change application, commit to when the approved change will be put into commercial use after approval, and in principle, this must be within 6 months. Safety-related changes, MAH change matters, and justified transition periods are treated as exceptions.

Biosimilar indication expansion is becoming more granular

Already marketed biosimilars expanding to domestically approved reference product indications must submit supplementary applications separately by indication.

Electronic dossier readiness is increasingly important

Although, the 2026 biologics change guide describes both eCTD submissions and non-eCTD electronic dossier submission routes, the direction of travel is that eCTD submissions will become the expected format.

Manufacturing localisation may require a registration pathway

For an overseas-manufactured drug already marketed in China, transfer to domestic manufacturing must be submitted by a domestic applicant under the requirements and procedures for a drug marketing registration application.

Apostille recognition reduces administrative friction for overseas manufacturers

For drugs manufactured outside China, supporting documents issued by regulatory authorities in countries party to the Hague Convention no longer require notarisation or authentication by a Chinese embassy or consulate. An apostille certificate is sufficient.

What does this mean?

For global pharmaceutical companies, the implication is that China-specific lifecycle planning needs to be considered in the overall regulatory and access strategy to better ensure that medicines on the Chinese market remain there without disruption, even as compliance expectations continue to rise.
